Why this reform, and what it changes

What actually changes

Until now an invoice could go out by post, or attached to an e-mail. That is no longer the case. A business-to-business invoice must now travel through a state-approved platform, which delivers it to your customer and keeps a record of the journey.

The tax authority has two aims: cutting VAT fraud, and shortening payment times by making it visible, at every step, where an invoice has got to.

What it does not change: your prices, your terms, your accounting, your commercial relationships. An electronic invoice is still an invoice. It is the route it takes that is new, not its content.

An invoice is no longer a PDF

Or rather, not only. The legal format, called Factur-X, is a perfectly ordinary PDF, which you and your customer open and read as usual. It also carries the same information in a form software can read directly, without having to guess.

That is what lets the invoice be recognised automatically at your customer's end: no more scanning, no more re-keying, fewer misreadings.

At Les Ateliers du Vent d'Ouest

Farida, who runs administration and invoicing, first feared an upheaval. There was none. She raises her invoices in Cydoo as before, on the same screens. What changed comes down to one thing: she spent a morning completing the records of her 55 customers, and has not thought about it since.

What Cybelia Cloud handles: conversion to the legal format, checking before sending, filing with the platform and tracking the journey. You have no format to learn and no file to build.

Who is concerned, and in what capacity

The reform does not target one sector: it targets every business liable for VAT in France, whatever its size. What differs from trade to trade is the effort of adapting and the benefit drawn from it.

You areWhat it means for you
Craftspeople, micro-businesses, sole traders Few customers, so few records to complete. Most of the work is done once, in a morning, and sending becomes automatic.
Retail and consumer services Your sales to private individuals do not go through the platform, but they must be reported in aggregate. Cydoo handles that.
Wholesale, industry, subcontracting Many business-to-business invoices: this is where the gain is clearest, with payment times finally visible.
Construction and public works Interim valuations, retentions, layered subcontracting. Every document follows a traced route, which cuts short handover disputes.
Public-sector contract holders You already know electronic submission. The same logic simply extends to your private customers.
Transport and logistics High invoice volumes and low unit amounts: automation shows in the very first month.
Accountants and practices Documents arriving structured and dated, fewer chases to obtain a receipt, and VAT that is easier to justify.
Charities and VAT-liable public bodies As soon as there is invoicing with VAT, the rule applies. The rest of the activity is untouched.
Professional and regulated practices Fees invoiced to companies fall within scope. Professional secrecy is unaffected: only the route changes.

In closing

The content of your invoices does not change, only their route does. The whole difficulty of the reform comes down to one morning updating customer records; the rest is taken care of and becomes invisible.
