- Contrôle anti-conflit automatique Impossible to assign a driver already on another route in the same slot, or a vehicle already mobilised. The error is flagged at entry, not afterwards mid-route. E.g. the dispatcher tries to assign bus 412 to two school services in parallel → instant block + suggestion of an available vehicle.
- Qualification verification A driver without a valid initial qualification cannot be assigned to a commercial route. A school driver whose certificate has expired is automatically removed.

- FIMO — formation initiale 140 h The Mandatory Initial Training is tracked for each driver with date obtained, training centre and certificate number. Scanned document attached to the record.
- Continuing training — every 5 years The Mandatory Continuing Training (35 h) must be renewed within 5 years. The system alerts 3 months before expiry, schedules training and blocks assignments if the certificate expires without renewal. E.g. 8 drivers with continuing training expiring within 90 days → automatic action list sent to HR.
- Permis & visites médicales Tracking of expiry dates for the bus driving licence, the mandatory medical check (every 5 years before 60, every 2 years after), and any other required authorisation.
School pre-trip alcohol breath test
Éthylotest Anti-Démarrage obligatoire en transport scolaire — décret 2015-1045 du 21 août 2015.
- Procédure EAD obligatoire Before any school service, the driver blows into the alcohol interlock. Vehicle starting is conditional on a negative result. The procedure is logged automatically with timestamp.
- Taux EAD scolaire en KPI The ratio (validated alcohol tests / planned school routes) is calculated in real time. It's one of the KPIs most monitored by transport authorities in school concession contracts. E.g. 99.7 % school breathalyser rate over the month, shown on the dashboard and sent to the regional authority in the monthly report.
- Alertes sur anomalies If a school vehicle takes the road without a validated alcohol interlock test, an immediate alert is sent to the dispatcher and management. The situation is documented for internal analysis.
Incident log
Every incident is traced with severity, witnesses, follow-up and corrective actions — for internal analysis and authority compliance.
- Saisie rapide depuis le terrain The driver or dispatcher declares the incident in a few clicks: type (collision, breakdown, aggression, exceptional delay…), location, witnesses, photo. The record is created instantly.

A work order can cover several days and several resources (mechanic, test bench, paint…) — planning stays consistent.

Each step has its duration, owner and prerequisites. E.g. clutch replacement → 2 mechanic days + 1 test-bench day. Everything is planned and allocated to the vehicle.
- Saisie du temps technicien Each mechanic clocks on the current work order. Actual time spent is compared to planned time. At month end, you know the real labour cost per job and per vehicle.
- Consommation des pièces Parts taken from workshop stock are automatically deducted and allocated to the work order. Job-cost valuation integrates parts + labour.
- Indisponibilité véhicule propagée During the work order, the vehicle is marked unavailable. The route planning automatically removes it from possible assignments.
Spare parts & auto-PO
Parts stock managed by threshold — automatic replenishment with the referenced supplier.
- Seuils mini / max par pièce For each reference (oil filter, belt, brake pads, bulb…), you define a triggering minimum stock and a target replenishment quantity. The system monitors continuously.
- Auto-PO with the referenced supplier When the threshold is reached, a purchase order is created automatically with the referenced supplier for that part, at the target quantity. You validate and send in one click. E.g. brake-pad stock drops below 5 → PO for 20 units created automatically with the referenced supplier.
- Multi-fournisseurs & comparaison The same part can have several suppliers with their respective prices. The system suggests the cheapest or the fastest based on your strategy.
- Inventaire cyclique Rather than a full annual stocktake, you count one zone of the store each week. Discrepancies are observed and corrected continuously.
Mileage- and calendar-based preventive maintenance
Maintenance scheduled by mileage driven or regulatory calendar — never forgotten.

Automatic retrieval of card transactions, reconciliation with refuels declared by drivers.
- Tous formats relevés cartes Import of statements from major fuel-card issuers in CSV or XML format. Each line is associated with the vehicle via the card number.
- Reconciliation with driver refuels The driver declares the refuel (vehicle mileage, litres, receipt photo). The system reconciles with the matching card transaction. Discrepancies are flagged (card theft, missing receipt, fraud). Ex : plein déclaré 220 L vs transaction carte 240 L → écart de 20 L signalé, enquête déclenchée.
- Calcul L/100 km en continu For each vehicle, the litres / km driven ratio is calculated on rolling windows (week, month, quarter). A drift is flagged — symptom of engine fault or driving behaviour to correct.
Diesel VAT recovery 80 %
Automatic preparation of diesel VAT recovery specific to public transport.
- Identification des achats éligibles The system automatically distinguishes diesel consumed by public-transport vehicles (80 % VAT refundable) from diesel consumed by service vehicles (limited recovery).

HMAC QR ticketing

Each QR ticket is signed server-side with an HMAC secret, making forgery technically impossible.
- Signature HMAC anti-falsification Each QR contains the ticket info (holder, route, validity) and an HMAC cryptographic signature computed with a secret known only to the Cybelia Cloud server. A modified ticket = invalid signature = immediate refusal.
- Validation conducteur instantanée The driver scans the QR with the Cybelia mobile app (smartphone or dedicated tablet). Validation is immediate, offline possible with sync on return. E.g. 280 school passes validated in one morning — no queue, no dubious ticket passed.
- Detection de fraude par hash Each validation attempt is logged. If the same ticket hash is used multiple times (passing to several people), an alert is raised and the driver is informed.
School passes & public concession
Monthly or annual passes tied to concession contracts with the region or department.
- Registration & family management The family portal enables online school registration, contact and health-info updates, and verification of the child's QR ticket. GDPR-compatible data (minors).
- Tarification multi-payeurs Part is covered by the Region/authority (concession subsidy), part by the family (remaining due). The system calculates both portions automatically and issues invoices to the right recipients.

Real-time alerts & geofencing
The dispatcher is alerted in real time on critical events — behaviours, route deviations, vehicle anomalies.
- Excès de vitesse contextuels Rather than a single limit, the system knows the specific limit for each segment (50 / 80 / 90 / 110). The alert is only raised in case of actual overshoot.
- Sortie de géofence You define geographic zones per route (planned itinerary + tolerance). Any exit is immediately flagged — essential particularly for school transport. E.g. school bus exits the planned itinerary → dispatcher notification in 10 seconds, direct call to the driver.
- Codes erreur OBD remontés If the CAN bus reports a vehicle error code (engine warning light, low oil pressure…), the workshop manager is automatically notified and can schedule the job before the breakdown.
SIRI-Lite exposure to the authority
Cybelia Cloud exposes standard SIRI-Lite endpoints (CEN/TS 15531) to supply the authority with its real-time data.
- StopMonitoring For each stop, the next planned passages with theoretical time and estimated real-time. Feeds stop displays and passenger apps.
- VehicleMonitoring Real-time position of each vehicle on its route, with direction, speed, schedule deviation. Allows the authority to supervise service execution.

SLA targets per concession contract
Each concession has its contractual targets — punctuality, breathalyser, max incidents, commercial mileage. Cybelia Cloud monitors them continuously.
- Paramétrage contractuel For each signed concession, you enter the contractual targets: minimum punctuality rate (e.g. 92 %), school breathalyser (100 %), max major incidents per month, expected monthly commercial mileage.
- Automatic gap calculation At any time of the month, you see where you stand vs target. A gauge turns red if the objective is at risk of being missed — with time still to act. E.g. punctuality rate at 89 % on the 20th of the month, target 92 % → alert to management for corrective action over the last 10 days.
- Penalty / bonus calculation At month end, the system automatically calculates the penalties based on gaps to target and contractual unit penalties. Any bonuses are also calculated.
Auto-generated monthly report
Le 1er of each month at 6 am, the previous month's reporting is generated, validated by workflow, exported as CSV and PDF.

How is the SLA penalty of a concession calculated?
You enter on concession contract creation the contractual targets (punctuality rate, school breathalyser, max incidents, commercial mileage) and the associated unit penalties. Each month, the system calculates the gap to target and applies the unit penalty. - Procédure EAD obligatoire Before any school service, the driver blows into the alcohol interlock. Vehicle starting is conditional on a negative result. The procedure is logged automatically with timestamp.
- Taux EAD scolaire en KPI The ratio (validated alcohol tests / planned school routes) is calculated in real time. It's one of the KPIs most monitored by transport authorities in school concession contracts. E.g. 99.7 % school breathalyser rate over the month, shown on the dashboard and sent to the regional authority in the monthly report.

Each concession has its contractual targets — punctuality, breathalyser, max incidents, commercial mileage. Cybelia Cloud monitors them continuously.
- Paramétrage contractuel For each signed concession, you enter the contractual targets: minimum punctuality rate (e.g. 92 %), school breathalyser (100 %), max major incidents per month, expected monthly commercial mileage.
- Automatic gap calculation At any time of the month, you see where you stand vs target. A gauge turns red if the objective is at risk of being missed — with time still to act. How long to deploy the Transport suite on my environment?

Go-live — routes configuration, drivers and vehicles import,

Faut-il installer les 18 modules d'un coup ?
No. Each module is independent. You can install only those that concern you: a pure school operator may not need the tourism module; an urban carrier without school concession can skip the school module. The playbook stays available for a full activation at once whenever you want.
Comment fonctionne le contrôle des temps de conduite R561 ?
Vous importez les fichiers .DDD of the driver card (28 days mandatory)
and the vehicle card (90 days). The module cybelia_transport_chrono parses the
blocks, identifies driving, break and rest periods, and applies European regulation
561/2006: maximum daily driving 9 h, 45 min break after
4 h 30, daily rest 11 h, weekly rest 45 h. Any deviation is flagged the same day.
How is the SLA penalty of a concession calculated?
You enter on concession contract creation the contractual targets (punctuality rate, school breathalyser, max incidents, commercial mileage) and the associated unit penalties. Each month, the system calculates the gap to target and applies the unit penalty. The calculation is transparent and auditable — each line of the authority reporting exposes the formula and source data used.
Is the GHG report mandatory for my company?
Yes if you employ more than 50 staff (national environmental law). The report must be carried out every 3 ans for private companies, published on the national GHG inventory database. Cybelia Cloud builds it automatically from your fuel consumption, mileage and energy invoices already present in the system.

CEN/TS 15531 : StopMonitoring (prochains passages par arrêt),
VehicleMonitoring (real-time vehicle position) and
GeneralMessage (passenger disruptions). The authority consumes these endpoints
directly with its tools — no manual export, no custom integration.
What's the difference between SIRI-Lite and GTFS?
GTFS = static data (routes, stops, theoretical schedules, calendars). Format to publish your transport offer as open data on the national access point. GTFS-RT = la même chose en temps réel (positions, retards, alertes). SIRI-Lite = a different standard, more oriented toward API dialogue between operator and authority, with typed queries. All three are supported.

Yes. Driver data (driving time, actual hours, school bonuses, travel allowances) is exportable in the format expected by the main payroll vendors. Export can be daily, weekly or monthly depending on your process. The Cybelia Cloud team supports the initial connector setup.
Cybelia Cloud est-il hosted in the EU ?
